The former Defense Fuel Support Point (DFSP) Norwalk, also known as the Tank Farm, is located at 15306 Norwalk Boulevard in Norwalk, California. The Defense Logistics Agency Energy (DLA Energy, formerly DESC) and Santa Fe Pacific Pipeline, L.P. (SFPP), an operating partnership of Kinder Morgan Energy Partners, L.P. (KMEP), are conducting environmental cleanup of soil and groundwater at the site. Primary chemicals of concern include total petroleum hydrocarbons (TPH), 1,2-dichloroethane (1,2-DCA), benzene, and methyl tertiary-butyl ether (MTBE). The California Regional Water Quality Control Board (RWQCB) is the state regulatory agency overseeing the cleanup.

A Long History of Support
DLA Energy formerly used the facility to store and transport military fuels. The tanks were demolished in 2010. SFPP previously operated a pump station at the facility and currently has three pipelines along the southern boundary to deliver gasoline, diesel, and jet fuels. The United States Air Force owns the property.

Our Goal: Facility Cleanup and Closure
There are two cleanup plans underway. DLA Energy and SFPP began implementation of their revised Remedial Action Plans in 2007. The goal of each plan is to complete the cleanup and achieve site closure. To achieve site closure, the cleanup goals must be met and certified as complete by the RWQCB.

Come Meet Us at the RAB
A Restoration Advisory Board (RAB) was formed in 1995. The RAB is an advisory committee of local citizens and project members that reviews and comments on documents relating to the environmental cleanup. All RAB meetings are open to the public and are scheduled semiannually on the fourth Thursday of the month in February and August.
